Counties have the least direct influence in people’s lives, but they provide some social services and operate some courts. There are six counties officially in Chicagoloand, Cook County being the main one and the one that completely contains the city of Chicago. The state of Illinois has a popularly elected governor and a house and senate that mirror the US House of Representatives and Senate. Chicago and its suburbs, though remote from state government in Springfield, dominate it in many ways, and conflicts between Chicago and ‘downstate’ interests are frequent, though usually not bitter or intransigent.

There are two deeply engrained principles of American law that help explain how government works and people’s attitude toward it. The first is the US Constitution, a document drafted in 1787 that is the foundation of US law. It includes the Bill of Rights, a set of ten amendments to the original Constitution that guarantee various freedoms of every American citizen. No authority can enact a law that is contrary to the US Constitution; such a law would eventually be declared unconstitutional and would be thrown out by the courts.

The Midwest, of which Illinois is an integral part, tends to be a ‘middle-of-the-road’ area of the country. It is not as conservative as many states in the South, but not as liberal as states in the North-east or on the West Coast. The state as a whole has voted Republican in more presidential elections than not, and indeed it was Illinois that gave the nation its first Republican president: Abraham Lincoln. But the city of Chicago has always voted staunchly Democrat. All of the five counties surrounding Chicago, and especially Du Page county, are deeply Republican, but Cook County, dominated by Chicago, is firmly in the hands of the Democratic Party.
